Title of position: Director of Engineering – Project Execution

Position Overview:
The Director of Engineering/Project Execution is responsible for leading the planning, execution, and regulatory compliance of all engineering and construction projects related to liquid storage terminals and pipelines. This role ensures that all projects are delivered safely, on time, on budget, and in full compliance with U.S. Department of Transportation (DOT) and Pipeline and Hazardous Materials Safety Administration (PHMSA) regulations.
The director will oversee a multidisciplinary team of project managers, engineers, and compliance specialists while serving as a key liaison between clients, regulatory agencies, and internal stakeholders. This position combines strong project execution leadership with deep regulatory and technical expertise in liquid pipeline systems, tank farms, and terminal facilities.

Key Responsibilities:
Project Management Leadership
• Lead and oversee all phases of capital and maintenance projects involving liquid pipelines, tank farms, manifolds, and terminal infrastructure from concepts through commissioning.
• Develop, implement, and maintain project management frameworks, tools, and governance aligned with PMBOK and company standards.
• Ensure projects are executed safely, efficiently, and in compliance with all regulatory and client requirements.
• Manage project scope, schedule, budget, risk, and quality for multiple concurrent projects.
• Oversee contractor selection, bid evaluations, contract negotiations, and performance monitoring.
• Provide leadership and direction to project management and field execution teams, fostering collaboration and accountability.

DOT & PHMSA Compliance
• Ensure organizational compliance with 49 CFR Parts 190–199 and all applicable DOT/PHMSA pipeline safety regulations for hazardous liquid pipelines.
• Oversee the development, implementation, and auditing of Integrity Management (IM), Operations & Maintenance (O&M), and Emergency Response programs.
• Verify that all pipeline design, construction, testing, and documentation meet DOT/PHMSA, API, ASME, and NACE standards.
• Coordinate internal and external audits, inspections, and incident investigations related to compliance.
• Advise project and engineering teams on regulatory interpretation and ensure compliance throughout all project stages.
• Serve as the company’s primary contact with PHMSA and other regulatory agencies on pipeline and terminal compliance matters.

Liquid Storage Terminals & Facility Expertise
• Provide oversight and technical direction for terminal projects, including aboveground storage tanks (ASTs), metering systems, pumps, manifolds, load racks, and control systems.
• Ensure all liquid terminal design and construction activities comply with API 650/653, NFPA, and environmental permitting requirements.
• Support the integration of safety and compliance programs into all aspects of tank and terminal construction and modification work.

Strategic & Organizational Leadership
• Support development and manage departmental budgets, resource planning, and performance goals.
• Mentor and build a high-performing team of project and compliance professionals.
• Support business development efforts, including proposal preparation, client presentations, and project scoping.
• Collaborate with Operations, Engineering, HSE, and Quality departments to align execution strategies and compliance frameworks.
• Drive continuous improvement in project execution, cost efficiency, and compliance performance.
• Represent the company in industry forums, regulatory meetings, and client discussions.

Qualifications: Education & Experience
• Bachelor’s degree in Engineering, Construction Management, or a related technical
field preferred.
• Minimum 12–15 years of progressive experience managing projects in the oil and gas or energy infrastructure sectors, with emphasis on liquid pipelines and terminal facilities.
• Proven experience managing large capital projects and leading compliance programs under DOT/PHMSA regulations.
• Strong background in EPC (Engineering, Procurement & Construction) project delivery.

Certifications
• PMP (Project Management Professional) certification strongly preferred.
• Professional Engineer (PE) license plus.
• API 1169 Pipeline Construction Inspector or similar certification a plus.
• OSHA 30-hour Construction Safety certification plus.

Skills & Competencies
• Comprehensive knowledge of 49 CFR Parts 190–199, API 1104, API 650/653, ASME B31.4, and related codes.
• Strong understanding of pipeline hydraulics, liquid terminal operations, and tank construction standards.
• Excellent leadership, communication, and organizational skills.
• Demonstrated ability to manage multiple high-value projects concurrently.
• Proficient in project management software, cost control, scheduling, and risk management tools.
• Strategic thinker with strong analytical and decision-making abilities.
