Position Overview
The Vice President of Engineering will lead the rapid scaling, modernization, and optimization of the company’s engineering and infrastructure portfolio as the company expands their refined-products and aviation fuel footprint. This executive will build and mature an engineering organization capable of supporting accelerated project pipelines, new market entry, and best-in-class operational performance across pipelines, terminals, tank farms, hydrant systems, and aviation fueling infrastructure.

This role is ideal for a leader who thrives in a dynamic, growth-oriented environment— balancing strategy, structure-building, hands-on problem-solving, and disciplined execution.

Key Responsibilities
Growth Strategy & Organizational Build-Out
• Architect the engineering vision, organizational structure, and processes needed to support rapid company expansion
• Build scalable engineering systems, standards, budgets, and project delivery frameworks suitable for double-digit annual growth
• Drive long-range planning and capital allocation to align engineering capabilities with expansion into new airports, terminals, and pipeline segments
• Develop relevant Key Performance Indicators (KPIs) and Objects and Key Results (OKRs) that measure performance, results, and successes that align with the corporate strategy

Capital Program Leadership
• Lead a high-velocity capital project portfolio, including greenfield expansions, terminal upgrades, new pipeline laterals, tank additions, loading/unloading systems, and aviation fueling infrastructure builds
• Lead the long-term capital project portfolio for the existing business, including greenfield expansions, terminal upgrades, new pipeline laterals, tank additions, loading/unloading systems, and aviation fueling infrastructure builds
• Establish modern project controls, cost governance, risk management, and vendor-management practices tailored to a fast-growing enterprise
• Develop repeatable “playbooks” for new market entry, airport integrations, and customer-driven buildouts

Technical Excellence & Innovation
• Implement engineering standards that meet aviation-fuel quality, filtration, and contamination-control requirements (ASTM, ATA, JIG, NFPA)
• Own and drive adoption of digital tools — SCADA modernization, asset monitoring, analytics, and operations technology cyber security —to increase reliability, throughput, and system transparency and security
• Promote a culture of continuous improvement in integrity management, safety, system optimization, and operational reliability

Cross-Functional Leadership
• Partner with Operations, HS&E, Commercial, Finance, and Airport/Airline stakeholders to deliver customer-centric infrastructure solutions, increase enterprise awareness of the engineering function, and develop annual budgets
• Serve as a key technical representative in airline/airport projects, fuel consortia engagements, regulatory interactions, and commercial development initiatives

Team Development
• Recruit, mentor, and scale a multi-disciplinary engineering team (project engineering, mechanical, civil, electrical, I&E, integrity)
• Build leadership capacity, technical depth, and high-performance culture in line with growth demands
• Ensure strong culture focus for internal and external stakeholders
• Leverage cross-functional process, experiences, learning opportunities, and systems

Qualifications — Growth-Stage Focus
• 15+ years of pipeline/terminal/fuels engineering experience, including leadership of rapid-growth or transformation periods
• Proven success building or scaling engineering organizations, processes, and capital project execution capabilities
• Proven experience in leading successful engineering budgets
• Strong background in refined-products and aviation fuel infrastructure
• Demonstrated ability to operate in ambiguous, fast-moving environments
• PE license preferred; advanced degree a plus
